The article quoted the official response to the paper. Canadian government officials are routinely muzzled, the official response is all you get these days.

Re:What's the meaning of "That's the exception that proves the rule?"
on Saturday December 03, 2011 @11:43PM (#3309892)
prove used to mean test. Hence, that's the exception which tests the rule.
in fact, that meaning survives in the phrase "proving ground"

Re:Why Isn't America Innovating Like It Used To?
on Sunday August 07, 2011 @08:34AM (#2856496)
examine this by economic sectors:
primary - extracting products from the earth
this sector has seen consolidation (farming) and has been chasing lower and lower returns with higher input costs (see gas fracking for example)
secondary - manufacturing
offshored
tertiary - services
offshored / massive incumbents from decades of M&A who stifle competition.
Quaternary - intellectual
massive cuts to basic science research, libraries, etc..
please read the above with all the caveats which should apply to hysterical internet posts.. :)

Re:In battle of iPad vs. Android-based Galaxy Tab, 85% prefer Apple
on Thursday December 02, 2010 @11:51AM (#1962658)
I sold my ipad for a galaxy tab and have been significantly happier with it. But I'm a geek and I'm still planning on replacing my parents' laptop with an ipad.
I'd like Android to be as polished as the iOS but with all the cool functionality available for those who are interested in tinkering. I'd also like an unlimited supply of money and universal acclaim...
