The entire automotive industry sees automobiles as upgradeable, it's called the "aftermarket". Conventional automobiles can be tuned and upgraded and have been for generations, except, us non Tesla owners can do it without the manufacturers say so. With Tesla you are forced to buy your upgrades from them, this is less flexible IMO.

Add that to the fact there is no global dependency tree of "What we need to discover to make this practical technology possible", how can we be sure that existing/future research funds are focused in the areas needed to make the most valuable technologies available?

Why wouldn't someone elect to look at pictures of the notebooks? Is there more scientific value in holding them? Or would this be like "Oh I just got a government grant, let me spend it on travel to go view the documents?"
