Fire codes and building codes are an impediment to modifying distance from openable windows, for bedrooms.

Novel means changing the national fire code, which was written the way it was for a reason.

Rubber crumbles are a base layer under astroturf.

Thus a very large number of hig h school fields have astroturf and rubber crumbles.

On pro-football broadcasts, you can occasionally see clouds of rubber dust during a tackle.

Not clear that there was a racism decline, post-Reconstruction, on a collective national basis.

Millions of people and the cultural biases they carried and refreshed, with the following generations, never went away.

White and class supremacy never died.

As demonstrated by the rebound from the 12 years of post Civil War Reconstruction, to Jim Crow laws of racial discrimination far into the next century.

And in the North, non-slavery did not mean equality before the law in dozens of community matters, including marriage, education and employment.

And Lincoln was elected by the more populous Northetn states, did not appear on the ballot of Southetn states.

Not a gap.

A planned system, as you indicate.

Prior poster indicated the item was a mere gap.

The system operator does not treat the problem as a gap, and also has had no authority to enforce appropriate remedation at the generator-plant level, and the gas-supply level to reduce the cold-caused shutdowns encountered.

The Texas Electric Grid Failure Was a Warm-up: One year after the deadly blackout, officials have done little to prevent the next one—which could be far worse.

Not a tiny gap at all.

For which there had been numerous warnings for years by industry observers.

That system does not draw upon outside of network utilities, to avoid Federal regulation, hence has limited reserve resources. And the Texas system did not pay providers to have standby reserves. Thus a fragile system, easy to be subject to failure.

Unpublished essays are commonly circulated for commentary, and many are unpublished.

This is a typical philosophical tradition.

Many college professors have a library of essays of others' circulated and unpublished work.

Yes.

This can also be provided by sheet materials like plywood, securely attached, providing diagonal structure preventing racking of the frame.

In older houses, sheathed with one inch by eight or ten or twelve inch boards, diagonal wood bracing was cut into the two by four inch wall studs for diagonal bracing and structure.

Debatable in part.

Law case books, reporting court cases, with particular page numbering (formatting in your terms), do not amount to a defensible copyright, so the West Publishing Companies case numbering citations do not amount to a defensible copyright claim, and those page numbering citations can be freely used by other publications.

History PhDs often break new ground.

I believe more than a few scientific PhDs do as well, and more than a few can become journal articles, or amount to a compilation of previously successfully accepted journal articles.

Commuter rail expansion and operations is the primary capital consumption area now, and there are more than a few such local / regional rail systems that could use several billion dollars each, on a continuing basis, for equipment, roadbed and station expansion.
