In the bluetooth settings it literally states: "To improve device experience, apps and services can still scan for nearby devices at any time, even when Bluetooth is off." This can be completely turned off in scanning settings. The article title is kind of clickbaity.

I try not to be too paranoid a person, but whenever I get into and leave an AirBnB (or rental car for that matter) I walk through and take a video of everything using my phone. Takes a minute, I've never needed it, but it may save my ass some day.
