you clearly underestimate the revenue of google. 57 million dollars is something google can shrug off as a cost of operation, attack the strongest point not the weakest point, and not the poster please review the HN guidelines.
thus the exodus to gitlab or elsewhere, such as self hosting.
yes revenue is the reward, however when a big bad kid uses his toys to assault anyone else in the sandbox we take those things away. the fines being levied are no where near enough to be punitive, and can be simply shrugged off as a cost of operation. If googles executive was relieved of thier positions even temporarily by a court appointed 3rd party for the purpose of remaking google in a compliant form, the problem would end dead stop.
Re:Flynn Effect (Rising IQ Scores Over Time) Reverses on Monday January 21, 2019 @01:59PM (#18962589)
it sounds like there is an experiment to be designed on this basis. One thing that comes to mind, is my experience with IQ estimation tests, is the question or concern the tester had regarding any past testing, there was a very different heuristic for people who have had even one previous test. I have been tested on 6 occasions each estimate at a high percentile, we would need to find someone in apx. 10th percentile and follow thier score distribution as a function of test frequency, with some non trivial considerations for experimental controll of confounds.
I agree with you, I would also suggest, fines are a niggling mentality. A non serially compliant like google should have its financial holdings [all of them] taken into receivership, and appropriately docked until they comply or liquidate and cease operations. now there are some big pointy nasty teeth to have sink in to the bone
Re:Wifi antenna made from a tetra-brik juice box on Sunday January 20, 2019 @08:19PM (#18956803)
nom nom pringles and tetra juice, and warcraft a la nieghbor.

The one tweak i would make is the antenna element AKA "toothpick" is depicted as a blunt end cut. It may be non essential however its called toothpick because the terminus is pointy. The gain in transmitted energy may put you in FCC fine territory, and if you couple this with a WRT upgrade to your router, its possible to produce hazardous energy levels.

Re:Altruistic Autonomy: Beating Congestion on Shared Roads on Sunday January 20, 2019 @08:06PM (#18956746)
I think the PR campaign makes people aware there is a problem, but when people are intoxicated, the access to good [nondestructive] decision making is inhibited. I would wonder if ALL vehicles should have some sort of breathalyzer interlock that could also prevent junior from "fixing" mommys car so the little green light comes on again.
Re:Flynn Effect (Rising IQ Scores Over Time) Reverses on Sunday January 20, 2019 @05:47PM (#18956112)
when people are tested repeatedly they learn the demand characteristics and become better at performing IQ tests. many of these tests are available in some form online as a game or puzzle, or a total reveal of something that was quite guarded from general knowledge. the cat is out of the bag, IQ testing needs to be redeveloped.

I would wonder where this database would be kept, and under what sort of security? clearly this would be a holy grail, for unsavory types.
Re:How the Government Shutdown Is Affecting Spam Robocalls on Wednesday January 16, 2019 @06:45PM (#18926811)
[" go to the FTC’s National Do Not Call Registry site, you’ll see it simply says, “Due to the government shutdown, we are unable to offer this website service at this time.” This of course means it’s impossible to add a new number to the list.

But that’s a list that legitimate operations respect. The type of spammers that have been ramping up over the last couple years generally disregard that list. "]

this list is also used by spammers to create a list of valid phone numbers and they ignore the do not call part and robocall the list anyway.

if you keep banning IPs then you eventually get to a point where its more efficient, and cost effective to just yank the cable and, ignore the internet.
Re:A proposal to classify happiness as a psychiatric disorder on Wednesday January 16, 2019 @06:00PM (#18926417)
nonsense of this nature is why the DSM was devalued, and psychiatry in general was delt a black eye

Re:A Harvard Astronomer on the Interstellar Object ‘Oumuamua on Wednesday January 16, 2019 @03:15PM (#18924620)
we [as a species] already have probes landing on interplanetary bodies; and have made considerations to manipulate trajectories of such.

I would entertain the possibility the object in question could be just such a hacksteroid of mostly cosmic origin with some tech pushing it around.
