The answer is incredibly straightforward - the population (heritable) intelligence distribution is vastly lower for most African populations than for populations in europe, european-colonized south american regions, most Asian regions, etc. Anyone who can dispassionately perform bayesian reasoning here will settle on this as the most likely hypothesis, by a wide margin. My question as well. Can a non-EU company simply refuse to pay, and also refuse to block users from the EU? I wonder if the EU would decide to block access to the foreign service as a result. My moral belief is that being blasted with blinding amounts of light amounts to trespass and/or assault, and fully justifies a forceful response against the source of aggression (namely, the billboard). Obviously this is not going to be accepted as a
legal argument, but if I'm not worried about the legal repercussions, I feel more than justified in taking matters into my own hands - for example, by cutting power to fixed billboards or by damaging vehicle-mounted billboards when sufficiently low-legal-risk.

Not trying to throw shade - legitimately curious why they all seem to fit into this category. ZFS is growing incredibly quickly in popularity, and the only reason it's not the dominant filesystem already is because A) it took linux a long time to add support, and only dedicated appliance vendors had the will and ability to move to freebsd and B) macos was going to switch to zfs in the late '00s, but they got scared off by oracle's legal shenanigans, which seems to no longer be a relevant factor.

Police enforce the law and punish criminals who e.g. steal: they expose themselves to physical risk, and are likely to be accused of racism, lose their job, possibly go to jail. E.g. the recent case of 4 cops going to prison because they tried to arrest a counterfeiter high on fentanyl and he died of OD-induced respiratory failure while being arrested. Arrested criminals are immediately released anyway, so why bother?
Police chill in their cars and don't do anything: little physical risk, won't be accused of racism, won't risk losing job or going to prison.
The incentive structure pretty clearly dictates what police are going to do.
