I wouldn't really say that...the newer generation knows much less Hebrew than the older ones that used to work in Israel, and in Gaza probably even more so than the West Bank. But all the hitech work is in English so it is not really a problem in this sense.
I know Mellanox has some:

But the bigger issue is the willingness to hire Palestinians(and legal issues as well), and afterwards to work with them as well, as there is animosity on both sides, especially with people who currently live in Israel/Palestine as opposed to ones that live in Europe.

Yup, the orange ones are 10bis. (Wolt also works with Cibus which caters to the hitech companies, although still most use 10bis.) The annoying thing is that you get an allowance that if you don't use it, it just goes away, so if you live outside Tel Aviv area or just don't want to go out to eat this is not useful to you, the one good thing about 'rona is that they now just give the it directly into your salary.

I would say that basic availability is ok(except for the egg shortages during the COVID rush), but there are shortages in butter, and in fruits and vegetables around the High Holidays season - and they are already importing a lot of food for it.
Also, seasonal fruits appear only in their season(which can be as short as three weeks), and are expensive(look at the price of any berries).
Also higher prices is a (market) form of shortage-demand outstrips supply.
