And this is why UBI was supported by right leaning economists like Milton Friedman. If we believe that people in wealthy societies should have a minimal standard of living including basic food, housing and health care then we can provide it through the market in the form of a basic income
It will avoid the perverse incentives that lead people to get costly health care in the ER (which is then covered by other patients) instead of having health insurance and receiving preventative care
It can prevent people from avoiding getting a higher income lest they start earning too much to qualify for the social programs they depend on
No UBI won't fix all problems - but it may very well pay for itself through better externalities

Functional programming has been a game changer for me as well and has enabled me to write larger and more complex programs that are easy to maintain and reason around. I highly recommend cytoolz for python

Always wonder who these kinds of reviews / surveys are for? Nobody is going to learn machine learning by reading a 50 page pdf. Meanwhile, people that have experience will have a hard time finding the info they don't already know.

Seems like elastic here is a reference to the scaling and not to ElasticSearch. It searches by comparing vectors encoded by a neural net

Not sure why anyone would use 2D CNNs for processing text when there is no spatial correlation in the embedding features. Recent work such as https://arxiv.org/abs/1803.01271 show that for most tasks, 1D CNNs outperform recurrent architectures while being faster to train

Anyone who has worked in a consulting company knows that reports like these are a complete joke - assembled by a team of overworked kids fresh out of college for largely tech illiterate managers under narrow deadlines.
This is simply to win over new consulting clients and has very little bearing on reality
