it's more a sign of a country not being enable to ensure that there is an acceptable level of cheaters due to
1. corruption
2. huge disparity of outcomes depending on the post-exam access to further education

130 in Zurich would be quite low. I know devs in Berlin, Paris, Amsterdam making more than that. Not very senior ones too
