A crime does not generally require mens rea. Manslaughter is the easiest example.
If a chemical company does an "experiment" and five tons of mercury unintentionally leak into the drinking water, what happens?
Ok, that is a rhetorical question because they also might be protected by the oligarchy.
What happens to an unconnected individual who develops an amateur rocket that unintentionally hits a military facility in a test flight?
